His mother Ruth Ann was a housewife and social worker, and his father Edward Phillip O’Neill worked in a steel mill and drove a truck.

O’Neill played football at Ursuline High School. When he was 14, he began working in construction and then in a steel mill.

He received a football scholarship to attend Ohio University, where he majored in history and was a member of the Delta Tau Delta fraternity’s Mu chapter.
